On behalf of the Victorian Government, it gives me much pleasure and pride that Melbourne is to host Life! Liberty! Security! - the 13th World Congress of Inclusion International.
The inclusion of people with a disability in all aspects of community life is a major priority for the Victorian Government, and it is exciting to be part of a movement that is growing in intensity and vibrancy throughout the world.
This Congress will provide all of us with an opportunity to come together and to share ideas and experiences. It is through learning and working together that we build stronger communities - communities in which everyone belongs, in which everyone has a place; communities in which people with a disability take up their rightful place as citizens, neighbours, friends, colleagues, alongside everyone else.
I look forward to welcoming you to Life! Liberty! Security! and to Victoria, and ultimately to sharing your and our understandings of what it means to become a truly inclusive community.

Message from Congress Program Chairman

Each four years the Inclusion International World Congress brings together parents, people with intellectuaL disability, direct support professionals, advocates, volunteers, supporters and representatives from kindred agencies and governments. We build on past experiences and learn for the future.
'Everyone has a fundamental right to life, liberty and security of person'. Article 3 of the United Nations Universal Declaration of Human Rights underpins all aspects of the Congress Program. The Congress Program will Celebrate Achievements, Target Barriers, Share Success and Light a Fire!
Stories and experiences will be shared. Ideas will be explored. Dreams might even become reality! There will be fun and entertainment. You will be stimulated, encouraged, refreshed and provoked!
Come, enjoy, learn, participate, have your say and be included.

We want this Congress to support and sustain people everywhere who are struggling to make the vision of Article 3 a reality in the daily lives of people with intellectual disability. We want it to be practical. We want it to be real. We want it to make a big difference.
