Membership of Inclusion International comprises local, national and regional voluntary non-government organisations (NGOs) in more than 100 countries who are concerned with all phases of the welfare of people with an intellectual disability. NGOs may include persons with an intellectual disability, their parents, families, staff or committed volunteers. Inclusion International, founded in 1960, is a human rights organisation that seeks to influence the United Nations and other inter-governmental systems, national governments and kindred agencies, to include children and adults with an intellectual disability in appropriate policy considerations. It is conservatively estimated that at least 3 people in every 1,000 of population in each country can be described as having an intellectual disability. Many are the poorest of the poor, often ignored by civil society. Inclusion International plays an important role in facilitating partnerships between 'richer' and 'poorer' countries of the world, with the aim of building the capacity of communities to support and include people with an intellectual disability. Inclusion International is constituted as an International Non Governmental Organisation (INGO) with each country representative carrying a vote to the General Assembly of Inclusion International. The General Assembly elects the Council, which in turn elects the officers. Inclusion International is co-ordinated along regional lines -Inclusion Europe, Inclusion InterAmericana, Inclusion Asia-Pacific, Inclusion Africa and Middle East & North Africa.
